Bernhard Bruhnes International is involved as a partner with the implementation of projects under the ESF Operational Programme for Human Resource Development in Romania. The company is looking to appoint a Financial Officer and at least one Project Financial Assistant in the Bucharest Office. The profiles for the jobs are given below:
FINANCIAL OFFICER
Education requirements
Degree level education in economics, accounting or finance, or degree in other fields, complemented with relevant professional training courses in these areas.
Knowledge required
– Very good knowledge of ESF administrative and financial rules and regulations, criteria for eligibility of expenses and financial reporting for these projects;
– Good knowledge of accounting procedures for the financial management of projects;
– Very good understanding of how ESF projects are planned, implemented, financed and managed;
– Very good understanding of how project support staff teams operate;
– Excellent knowledge of English; French also would be an advantage.
Competencies and skills required
– Leadership and managerial capacity to organize, manage and lead a small team;
– Ability to develop, read and monitor budgets;
– Ability to manage invoicing;
– Ability to communicate easily and manage relationships with lead partners/clients, staff working at different levels, Romanian and international experts;
– Creativity in solving problems;
– Pro-active approach in dealing with issues;
– Ability to work independently with minimal supervision;
– Fully computer literate.
Relevant work experience
– Experience of work in administration or finance for at least 2 years in ESF funded projects;
– 4 years work experience in administration or finance roles in any organisation;
– Experience in financial accounting and the operation of a small account;
– Experience in the procurement of services would be an advantage;
– Experience of working with national level administration would be an advantage;
– Experience of international or transnational working relationships.
Duration and Availability
– the post is for minimum 1 year with a view to extension;
– the post is a full time position.

PROJECT FINANCIAL ASSISTANT
Education requirements
Degree level education in economics, accounting or finance, or degree in other fields, complemented with relevant professional training courses in these areas
Knowledge required
– Knowledge of ESF administrative and financial rules and regulations, criteria for eligibility of expenses and financial reporting for these projects;
– Good understanding of how ESF projects are planned, implemented, financed and managed;
– Understanding of division of roles in an implementation team;
– Good knowledge of English; French also would be an advantage;
– Knowledge of procurement procedures would be an advantage.
Competencies and skills required
– Ability to communicate easily and manage relationships with lead partners/clients, staff working at different levels, Romanian and international experts;
– Creativity in solving problems;
– Mathematical skills and ability to read budgets;
– Pro-active approach in dealing with issues;
– Fully computer literate.

– Experience in the procurement of services would be an advantage;
